Paging not working with filter have value.
- ABP Framework version: v8.1RC
- UI Type: Angular
- Database System: PostgreSQL
- Tiered (for MVC) or Auth Server Separated (for Angular): yes/no

- Steps to reproduce the issue:
For language, I'm encountering some problems:
- I set default language as Vietnamese, but it doesn't change to Vietnamese and whenever I reload or login again, it still shows English at the bottom right.
- Even if I change manually to Vietnamese, nothing happens.
