in the DB there is a list of ITEMS that have COUNTRY field.
when a user authenticates with Azure AD I would like to pick up Country claim from their profile and auto filter the list of ITEMS based on the Country field matching the user profile.

I'm not sure if I understand correctly what you want to accomplish. But I think all you have to do is to add additional key/value translations into the .json file. And then use those keys to read read translation, eg
@L["TranslationName"].

I am sure it can be done using Data Annotations, but I want to use the ABP way of using the class xxxxErrorCodes and my MappedCodeNamespace for Exceptions localizations in the *.json file

I see what you mean, so the suggested way is to have search functionality in each custom module. and in the Demo Application I create a UI to handle all the search from different modules in one location.
